Overview

As a Supervisor - Staffing and Resourcing, you will lead a team responsible for managing recruitment, staffing, and resource allocation activities within Defence and Climate Change Canada (DCC). You'll oversee the development and implementation of staffing strategies, manage competition processes, and ensure compliance with Public Service Commission regulations and Treasury Board policies. Your team will support hiring managers across the department, coordinate staffing actions, and maintain staffing records and documentation. This is a hands-on leadership role that combines strategic planning with operational execution in a dynamic government environment. Your day-to-day responsibilities include supervising staff who conduct recruitment activities, managing multiple staffing competitions simultaneously, and providing expert advice to managers on staffing options and processes. You will analyze staffing needs, develop resource plans, and recommend solutions to address gaps in workforce capacity. You'll also manage timelines and budgets for staffing initiatives, track performance metrics, and ensure all staffing activities meet Treasury Board and Public Service Commission standards. Additionally, you may represent the department in meetings with other government agencies and external partners regarding recruitment and resource sharing. You will work within DCC's Human Resources branch in an office environment, though some flexibility exists for remote work arrangements. This role requires strong communication skills to interact with hiring managers, job candidates, union representatives, and senior leadership. Your ability to manage competing priorities, attention to detail, and knowledge of federal staffing legislation will be essential to your success.

Key competencies include thorough knowledge of the Public Service Staff Relations Act, Treasury Board staffing directives, and Public Service Commission regulations. You should understand recruitment best practices, labour relations basics, and employment equity principles. Experience with applicant tracking systems and human resources information systems is beneficial. Many successful candidates have completed specialized training in federal staffing processes through the Canada School of Public Service or equivalent professional development programs. Continuing professional development is encouraged and supported. DCC may sponsor training in advanced staffing strategies, conflict resolution, team management, and emerging HR technologies. Membership in professional associations such as the Canadian Council of Human Resources Associations provides access to networking, training, and certification maintenance opportunities.
