Entry Plans

Entry into this supervisor-level position typically occurs through one of several pathways within the Public Service. Most candidates advance to this level after gaining experience as an International Affairs Officer or in a related professional role, usually requiring 5-10 years of progressively responsible experience in international relations or defence policy work. You may enter through a public service staffing competition advertised on the Government of Canada Jobs website (jobs.gc.ca). These competitions are open to Canadian citizens and permanent residents and may be restricted to current Public Service employees, depending on the department's needs. Some positions may be filled through lateral moves from other federal departments or agencies with similar international affairs functions. The Public Service uses various entry mechanisms including advertised competitions, internal appointment processes, and talent pools. As a manager-level position, this role is typically available to those who have demonstrated leadership capability and subject-matter expertise in international affairs. Student internship programs and junior officer development programs can provide pathways to building the experience needed for eventual advancement to supervisor roles.

Part-Time Options

Part-time work arrangements for this supervisor-level position are limited due to the nature of managerial responsibilities and the requirement for consistent leadership of a team. However, the Public Service does accommodate flexible work arrangements where operationally feasible. Flexible scheduling, such as flexible hours or compressed work weeks, may be negotiated on a case-by-case basis, provided core management duties are met. Remote work or hybrid arrangements have become more common, particularly for tasks that do not require in-person team supervision or face-to-face stakeholder engagement. Given the international nature of the role and potential need to coordinate across time zones, some flexibility in work location and hours may be possible during non-crisis periods. Any flexible arrangements would be discussed during the hiring process and formalized through a work arrangement agreement with your manager and the department. The feasibility of part-time or flexible options would ultimately depend on operational requirements and departmental priorities at the time of your appointment.
