As a Supervisor in Human Resources Management, you will lead and support a team of HR professionals who deliver critical human resources services across Department of National Defence operations. You'll be responsible for managing HR functions such as recruitment, employee relations, compensation and benefits administration, and labour relations. Your team will work directly with military and civilian staff to ensure effective people management practices that support operational readiness and employee well-being.
In this role, you'll oversee daily HR operations, coach and develop your team members, and ensure compliance with Treasury Board policies, the Public Service Labour Relations Act, and other relevant legislation. You'll collaborate with managers across the organization to address staffing challenges, manage performance issues, and implement HR initiatives that align with DND strategic objectives. You'll also serve as a point of contact for complex HR matters and represent HR in discussions with labour representatives and senior management.
You'll work in a dynamic, mission-focused environment where your decisions directly impact the lives of military members and civilian employees. Whether working in a headquarters setting, at a Canadian Forces base, or at a regional office, you'll find yourself addressing diverse HR challenges in a geographically dispersed organization.

Training
Typically, successful candidates hold a bachelor's degree from a recognized university. Many supervisors in this role have formal education in human resources, business administration, labour relations, or a related field. Some candidates bring extensive HR experience that demonstrates equivalent competency.
Professional certifications valued in this career include the Canadian certification in Human Resources (CHRP) offered by the Human Resources Professionals Association (HRPA), or equivalent provincial designations. While not always required at entry, pursuing or maintaining professional certification demonstrates commitment to the field and is encouraged by the Public Service.
Once hired, you'll complete Treasury Board orientation and DND-specific HR training covering government policies, collective agreement provisions, and departmental procedures. The Public Service Learning Portal provides online courses in leadership, conflict resolution, and HR fundamentals. Many supervisors pursue advanced training in labour relations, employment law, and strategic HR management through universities, professional associations, and the Canada School of Public Service.
Entry Plans
Entry to this supervisor role typically occurs through advertised Public Service Commission competitions. To qualify, you'll usually need several years of professional HR experience—often 3-5 years in positions such as HR Advisor, HR Officer, or similar roles where you've demonstrated capability in HR functions and showed leadership potential.
Some candidates transition laterally from other Public Service departments where they've held comparable HR supervisory positions. Internal DND staff who have worked in HR advisory roles and have been identified as having supervisory potential may be considered for competitions.
The Public Service also uses staffing pools for HR professionals, particularly for larger recruitment initiatives. Successful candidates in these pools may be considered for supervisor positions without additional competitions.
Before reaching the supervisor level, many candidates enter the Public Service through entry-level positions such as HR Assistant or HR Coordinator, then advance through internal competitions as they gain experience and qualifications. Some pursue HR studies part-time while working, then apply for more advanced positions once they complete their education.
Part-Time Options
Supervisor positions in HR Management are typically full-time roles due to the responsibility for managing team performance and handling urgent HR matters. However, the Public Service is committed to work-life balance and flexible work arrangements where operationally feasible.
Remote or hybrid work options are increasingly available for HR supervisors, particularly for those in administrative or head office environments. Many DND HR supervisors can perform core duties such as policy development, team meetings, and some HR transactions from home or alternative work locations. However, supervisors at Canadian Forces bases may need to be on-site regularly to support local HR operations.
Flexible scheduling may be negotiated on a case-by-case basis. The specific flexibility available depends on your work unit, duties, and operational requirements. Part-time supervisor positions are rare, as the role requires full-time availability for team leadership and decision-making. If you're interested in flexible arrangements, discuss possibilities with the hiring manager during the recruitment process, as accommodations can sometimes be made for proven candidates.
