Minimum qualifications typically include a bachelor's degree from a recognized post-secondary institution, or equivalent work experience in human resources, staffing, or recruitment. Many successful Staffing Advisors have studied business administration, human resources management, industrial relations, or public administration. Professional certifications valued in this role include the Certified Personnel Consultant (CPC) designation, the Human Resources Professional Association (HRPA) credentials, or the Public Service Human Resources Management Institute (PSHRMI) certificates. DND supports ongoing professional development through tuition assistance programs, training courses in staffing legislation and practices, and access to government-wide learning platforms. You will receive specialized training in Treasury Board staffing policies, the Public Service Commission's appointment framework, security clearance processes, and DND-specific human resources systems. Many employees pursue advanced certifications in labour relations, organizational development, or specialized areas such as executive recruitment or diversity and inclusion in hiring.

Entry Plans

Most positions are filled through open competitions advertised on the Government of Canada Job Bank (jobs.gc.ca). Candidates typically compete through the Public Service Commission's competitive process, which includes application review, written assessments, and interviews. You may also enter this career through internal staffing competitions if you are already employed in the federal Public Service. DND occasionally recruits through targeted recruitment campaigns for recent graduates, people with specialized expertise, or candidates from underrepresented groups. Some employees transition into Staffing Advisor roles from related positions such as Human Resources Officer, Classification Advisor, or Labour Relations Officer. The Public Service Commission also maintains inventories of qualified candidates from recent competitions. If you do not succeed in an initial competition, you may request feedback and apply again when new competitions are posted. Working with a staffing recruiter or human resources contact at DND can provide insight into upcoming opportunities and help you prepare a competitive application.

Part-Time Options

Staffing Advisor positions are typically full-time permanent or term positions. However, the federal Public Service does offer flexible work arrangements on a case-by-case basis, subject to operational requirements and manager approval. Many DND locations support flexible hours, compressed work weeks, and remote work options where the nature of the work permits. Since staffing work often involves meetings with hiring managers, interviews with candidates, and coordination across multiple stakeholders, some duties must be performed on-site or during core business hours. However, analysis, research, policy review, and documentation can often be completed with flexibility. If flexible or part-time work is important to you, you can discuss these options during the recruitment process or after being hired, subject to collective agreement provisions and operational needs. DND is committed to supporting work-life balance and will consider arrangements that maintain service delivery to the organization.
