Overview

Real Property Valuation Officers are responsible for assessing the value of real property assets owned or leased by the Department of National Defence. This includes land, buildings, and other structures used for military operations, training, and administration across Canada and internationally. Officers conduct detailed property inspections, research market conditions, and apply professional valuation methodologies to determine fair market value, replacement cost, and other property assessments required for financial reporting, asset management, and decision-making. In this role, you will prepare comprehensive valuation reports, maintain property records, and provide expert advice to senior management on property-related financial matters. You may work with external appraisers, real estate specialists, and other government departments to gather information and validate findings. Your assessments directly support the Department's ability to manage its real property portfolio effectively and comply with Treasury Board and accounting standards. Real Property Valuation Officers typically work in office environments at National Defence Headquarters or regional property management offices. The work is detail-oriented and requires strong analytical skills, though occasional site visits to inspect properties may be required.

Professional certifications are highly valued and may include designations from recognized real estate appraisal organizations. Candidates are encouraged to work toward or maintain credentials such as those offered by professional bodies in property valuation. The Department provides training opportunities in government financial management systems, property valuation software, and the specific policies and procedures used in the public sector. Ongoing professional development is supported through workshops, online learning, and courses related to real estate valuation, asset management, and government finance. Employees are encouraged to pursue continuous learning to stay current with valuation standards and best practices.

Entry Plans

Entry to this career is typically through advertised Public Service Commission competitions open to Canadian citizens. Competitions may be posted as indeterminate (permanent) positions or term positions. Candidates must meet the stated educational and experience requirements and pass a competitive process that usually includes an application review and interview. The Public Service may also use talent pools or rosters of pre-qualified candidates to fill multiple positions more efficiently. Lateral moves from other government departments are possible for employees already in the Public Service who have relevant experience in real estate, valuation, or property management. Student employment programs, such as the Federal Student Work Experience Program, may offer entry opportunities for students currently enrolled in relevant post-secondary programs. These positions provide valuable experience and can lead to indeterminate employment after graduation. Candidates are advised to monitor the Government of Canada Jobs website and the DND Civilian Careers portal for current opportunities.

Part-Time Options

Real Property Valuation Officer positions are typically offered as full-time indeterminate or term positions. Part-time opportunities are limited but may occasionally be available depending on operational needs and organizational structure. Flexible work arrangements, including flexible hours and telework options, may be available subject to operational requirements and manager approval. As valuation work involves analysis, report writing, and research, many tasks can be completed remotely. However, some property inspections and site visits require in-person attendance. Employees should discuss flexible work options with their hiring manager or human resources representative. Arrangements are subject to the collective agreement and departmental policies governing work schedules and remote work eligibility.
