Overview

Public Opinion Research Officers conduct research and analysis on public attitudes, opinions, and perceptions to support government decision-making and communications strategies. You will design and oversee research projects, analyze data, and translate findings into actionable insights for senior leaders and program managers across the Department of National Defence. Your work directly influences how DND communicates with Canadians and shapes public understanding of defence and security issues. In this role, you'll manage all phases of research projects—from developing research questions and survey methodologies to collecting data and presenting findings. You may work with internal stakeholders, external research firms, and partner organizations to gather intelligence on public opinion related to defence, military operations, recruitment, and national security. Your analytical skills and ability to communicate complex data in clear, compelling ways will be essential. You'll work in a dynamic communications environment where your insights inform strategic decisions. The role offers opportunities to engage with senior management, contribute to policy discussions, and support DND's overall communications objectives. You'll balance independent research work with collaborative projects, working across multiple divisions and sometimes with other government departments.

You should have strong quantitative and qualitative research skills, including familiarity with statistical analysis software and survey design principles. Key competencies include research design and methodology, data analysis, written and oral communication, project management, and the ability to interpret complex data for non-specialist audiences. Professional certifications in market research, survey methodology, or data analysis are valuable. The Government of Canada offers professional development opportunities through Treasury Board's learning programs, and you may pursue certifications with organizations like the Canadian Association for Public Opinion Research (CAPOR) or the American Association for Public Opinion Research (AAPOR). Ongoing training in emerging research technologies and analytical tools is common in this field.

Entry Plans

You can enter this career through several pathways within the federal Public Service. Most common entry points are through staffing competitions for Public Opinion Research Officer positions (typically at the AS-02 or AS-03 level). The Treasury Board Secretariat and DND regularly post competitions on the Government of Canada's Job Bank and internal staffing systems. If you're new to the Public Service, you can apply directly to advertised competitions. If you're already a federal public servant, you may be eligible to apply through internal competitions or be considered for lateral moves from related roles in communications, program evaluation, or policy analysis. Some candidates enter through student recruitment programs or as research assistants before advancing to officer-level positions. Bridging programs and development opportunities exist for employees transitioning from related fields. Check the Public Service Commission (PSC) website and your departmental HR office for current opportunities and eligibility requirements.

Part-Time Options

Public Opinion Research Officer positions are typically full-time, permanent roles. However, the Government of Canada supports flexible work arrangements where operationally feasible. Many DND offices offer hybrid work options allowing you to split time between the office and remote work, depending on your manager's approval and business needs. Part-time opportunities in this occupational group are less common but may occasionally be available through specific staffing initiatives. Telework is generally supported for independent research work, data analysis, and report writing, though some in-person time may be required for team meetings, stakeholder consultations, and project kick-offs. Work-life balance initiatives, compressed work weeks, and flexible scheduling are practices some managers accommodate based on operational requirements. Discuss specific flexibility options with your hiring manager and HR office, as arrangements vary by location and team needs.
