Some candidates enter with a diploma in telecommunications technology combined with relevant work experience. You should have several years of progressive experience in telecommunications operations or IT management, including demonstrated supervisory experience.
Professional certifications strengthen your candidacy and career development. Relevant certifications may include Certified Telecommunications Network Professional (CTNP), Cisco certifications (CCNP, CCIE), CompTIA Network+, or Project Management Professional (PMP). Many managers pursue ongoing professional development through industry associations such as Telecommunications Canada or the Canadian Information Processing Society. DND also provides security training, including Baseline Personnel Security Standard (BPSS) and Secret clearance training, which are mandatory for this role.
Entry Plans
You can enter this career in the federal Public Service through several pathways. The most common route is applying to open competitions posted on the Government of Canada's job portal (jobs.gc.ca) for Manager - Telecommunications positions within DND. These competitions are typically open to Canadian citizens and permanent residents.
If you are already working in the federal Public Service in an IT or telecommunications role, you may apply for internal competitions or use lateral transfer opportunities to move into a management position. Some candidates progress through student or junior positions within DND and advance as they gain experience and complete required education. You may also be considered through a staffing pool if DND has established one for management-level positions in telecommunications.
Regardless of entry method, you will need to obtain a Secret security clearance, which requires a security investigation. DND may also require you to complete a probationary period (typically 12 months) during which your performance is assessed before permanent appointment.
Part-Time Options
Manager - Telecommunications positions are typically full-time roles due to the supervisory responsibilities and need for on-call availability during critical system issues. However, flexible work arrangements may be negotiated with your manager depending on operational requirements.
Many DND locations offer hybrid work options where you may work from home part of the week while maintaining core on-site hours for team meetings and emergency response. Remote work eligibility depends on your specific duties, security requirements, and whether your workspace has appropriate secure telecommunications infrastructure. During declared emergencies or critical outages, you may be required to work extended hours or on weekends regardless of your normal schedule.
Part-time permanent positions in this role are rare, but temporary or contract positions may occasionally be available. If you require part-time work, discuss your needs early in the recruitment process to determine what accommodations may be possible. DND is committed to work-life balance and may offer other flexible benefits such as compressed work weeks or flexible start times where operationally feasible.
