Training

To succeed in this role, you typically need a bachelor's degree in real estate, business, finance, or a related field. Many managers in this position hold professional designations such as the Appraisal Institute of Canada (AIC) designation, or equivalent provincial real estate appraiser credentials. Some candidates hold designations from the Royal Institution of Chartered Surveyors (RICS) or similar professional bodies. Government of Canada training includes orientation on Treasury Board real property management policies, federal financial management systems, and DND-specific property management frameworks. Professional development opportunities are available through the Canadian Association of Appraisers, provincial appraisal institutes, and government-sponsored management training programs. Managers are encouraged to pursue continuous learning in areas such as leadership, real estate market analysis, emerging valuation technologies, and change management. Bilingual capability (English and French) is an asset and may be required depending on the posting.

Entry Plans

Entry to this management position typically occurs through internal competition for those with several years of experience as Real Property Valuation specialists or similar professional roles within the federal public service. The Public Service Commission posts these competitions publicly, and qualified candidates from within and outside government may apply. Lateral movement from other Government of Canada departments with real property or asset management experience is possible, provided candidates meet the essential qualifications. Some candidates enter the federal public service through experienced worker or lateral deployment processes if they bring relevant private-sector real estate valuation or property management expertise. The federal government occasionally offers bridging programs or development opportunities to prepare specialists for management roles. Students and recent graduates may enter the Real Property Valuation family at lower classification levels through student employment programs or entry-level competitions, building toward managerial positions over time. Candidates are encouraged to monitor the Public Service Commission job board and DND's internal staffing opportunities.

Part-Time Options

Part-time and flexible work arrangements may be available depending on operational requirements and team needs. Many Government of Canada positions, including management roles, support hybrid work models combining office and remote work. The extent of flexibility varies based on specific duties—for example, team supervision and stakeholder meetings may require in-person presence on certain days, while analytical work and report preparation can often be completed remotely. Employees are encouraged to discuss flexible work arrangements with their manager during the hiring process or after appointment. Federal public service policies support work-life balance, and accommodations are considered on a case-by-case basis. Remote work eligibility may depend on the location of your team and the frequency of required face-to-face collaboration. Parental leave, compassionate leave, and other leave provisions follow Treasury Board guidelines.
