Overview

As a Manager - Learning and Development, you will lead the design, delivery, and evaluation of learning programs and initiatives that develop the skills and capabilities of Department of National Defence civilian employees. You will work collaboratively with senior leaders, human resources partners, and training specialists to identify organizational learning needs and create targeted solutions that support workforce development and organizational objectives. In this role, you will manage a team of learning and development professionals, oversee budgets and resources, and ensure that learning initiatives align with DND priorities and government-wide talent management strategies. Your responsibilities include planning and implementing training programs, managing learning platforms and tools, monitoring program effectiveness through evaluation metrics, and staying current with emerging learning trends and best practices in the public service and broader sectors. You will work in a dynamic environment where you collaborate across multiple departments and levels of the organization. This is a key strategic role that directly impacts employee engagement, retention, and organizational performance through the development of people and capabilities.

Training

A bachelor's degree in human resources management, organizational development, adult education, instructional design, or a related field is typically required. Some positions may accept equivalent work experience in learning and development or human resources management. Professional certifications that strengthen your candidacy include the Certified Professional in Learning and Performance (CPLP) from the Association for Talent Development, the Certified Professional in Human Resources (CPHR), or project management credentials such as the Project Management Professional (PMP). Ongoing professional development is encouraged and may include advanced training in instructional design, change management, digital learning platforms, talent management systems, and leadership development. Government of Canada employees have access to learning opportunities through the Canada School of Public Service and other approved professional development programs.
