Candidates usually compete from within the federal Public Service, though external candidates can apply. You may enter this role by progressing from an HR Specialist or Advisor position, or by applying directly if you have equivalent management experience in the private sector or other government jurisdictions.
The Public Service also offers lateral movement opportunities for HR professionals looking to transition into policy-focused roles. Some candidates enter through bridging programs or acting assignments that allow you to demonstrate capability before permanent appointment. The department occasionally uses staffing pools to quickly fill multiple HR positions. Applicants must meet language requirements (typically English and French for national headquarters positions), obtain security clearance, and demonstrate core competencies in strategic thinking, stakeholder management, and policy development.

Part-time and flexible work arrangements are available for this position, depending on operational requirements and management approval. Many DND civilian employees work compressed work weeks, flexible hours, or job-sharing arrangements that maintain service delivery while providing work-life balance. Remote work options have expanded and may include working from home on certain days or full-time, particularly for policy development tasks that require focused, independent work.
The department is committed to supporting work-life balance and has policies in place for parental leave, caregiving responsibilities, and flexible scheduling. Specific arrangements are negotiated between you and your manager based on business needs and are outlined in your employment contract. As a manager, you would also be expected to model and support flexible work practices for your team, in alignment with Treasury Board guidelines and collective agreement provisions.
