Overview

Labour Relations Negotiators in the Department of National Defence play a critical role in maintaining positive working relationships between the department and its unionized workforce. As a Labour Relations Negotiator, you will represent DND in collective bargaining discussions, contract negotiations, and labour dispute resolution. You will work to reach fair agreements that balance the interests of the employer with the needs of employees, while ensuring compliance with labour legislation and Treasury Board policies. Your responsibilities include preparing for and participating in negotiations with union representatives, analyzing collective agreements and labour legislation, developing negotiating strategies, and documenting agreements and understandings. You will also provide advice to managers on labour relations matters, investigate labour disputes, and help resolve grievances through mediation and arbitration processes. You may represent the department at labour relations tribunals and external forums. You will work in an office environment as part of a labour relations team, collaborating with HR colleagues, legal advisors, and departmental managers. This role requires strong communication skills, the ability to remain objective during challenging discussions, and a commitment to finding constructive solutions to workplace issues.

Consider pursuing credentials such as Certified Industrial Relations Professional (CIRP) through the Canadian Industrial Relations Association, or certificates in labour relations and negotiation from recognized institutions. DND supports ongoing professional development through training in negotiation techniques, labour legislation, conflict resolution, and mediation. Many employees pursue continuing education to stay current with changes in labour law and best practices in labour relations.

Entry Plans

Entry into Labour Relations Negotiator positions within the federal Public Service typically occurs through open competitions advertised on the Government of Canada Jobs website (jobs.gc.ca). Positions are usually at the CR-04 or CR-05 classification level, depending on experience and qualifications. You may enter this career through several pathways: direct application to advertised positions with DND or other federal departments, lateral moves from related HR roles within the federal government, or from provincial or private sector labour relations experience. The Public Service Commission manages recruitment competitions and may maintain inventory lists of qualified candidates. Student and early-career programs such as the Federal Student Work Experience Program (FSWEP) or Co-op placements can provide valuable entry points. Additionally, the Public Service may use bridging mechanisms for current federal employees seeking to transition into labour relations roles. Candidates from outside the federal government typically compete through open competitions and may be required to provide evidence of their labour relations experience and knowledge of Canadian labour legislation.

Part-Time Options

Labour Relations Negotiator positions are typically full-time permanent roles. However, the federal Public Service does offer flexible work arrangements that may be available depending on operational requirements and managerial approval. Remote and hybrid work options have become more common in labour relations roles, particularly for tasks such as document preparation, research, and some administrative activities. However, in-person attendance is generally required for negotiations, meetings with union representatives, and discussions with departmental stakeholders. Part-time or job-sharing arrangements may be possible in some circumstances, though the nature of labour relations work—which often involves scheduled negotiations and time-sensitive dispute resolution—can limit flexibility. Employees are encouraged to discuss flexible work options with their managers, as arrangements may be negotiated within operational constraints. DND supports work-life balance and may accommodate requests for compressed work weeks, telework, or other arrangements where feasible.
