Entry Plans

You can enter this career through several pathways within the federal Public Service. The primary route is through open competitions advertised on the Government of Canada Jobs website and the DND Civilian Workforce careers portal. These competitions are typically open to Canadian citizens and permanent residents and may specify different experience levels (entry, intermediate, or senior). Student and early-career programs offer another entry point. The Federal Student Work Experience Program (FSWEP) and the Post-Secondary Recruitment Campaign (PSRC) provide opportunities for students and recent graduates to gain federal experience. You may also enter through the Interchange Canada program if you have relevant provincial or private-sector experience. Lateral moves are common for this career. If you are already employed in the federal Public Service in a related field—such as project management, business analysis, or administration—you may be able to transition into an Innovation and Change Management Analyst role through internal competitions or development opportunities. DND also considers candidates from the Canadian Armed Forces with relevant experience.

Part-Time Options

Part-time and flexible work arrangements are available for Innovation and Change Management Analyst positions, subject to operational requirements and management approval. Many positions in this career family can accommodate compressed work weeks, flexible hours, or job sharing arrangements, allowing you to balance work with personal commitments. Remote work options have become more common in this role, particularly for analytical work, research, and virtual stakeholder consultations. Depending on the specific position and team needs, you may be able to work from home several days per week or full-time. However, some responsibilities—such as leading in-person change sessions, conducting interviews, or attending planning meetings—may require on-site presence at DND locations. Flexibility and remote arrangements are subject to collective agreement provisions, departmental policies, and the needs of your position. We encourage you to discuss specific work arrangements with hiring managers during the recruitment process or with your manager once employed.
