Overview

As an HR Policy Advisor, you'll develop, implement, and manage human resources policies and programs that support DND's civilian workforce. You'll work collaboratively with senior leaders, managers, and employees across the department to create policies that align with Treasury Board standards, Treasury Board Secretariat directives, and collective agreements. Your advice will directly influence how DND manages its people, from recruitment and compensation to labour relations and employee development. Your daily work involves researching HR trends, analyzing policy gaps, consulting with stakeholders, drafting policy documents, and ensuring compliance with federal legislation including the Canadian Human Rights Act and the Public Service Labour Relations Act. You'll balance the needs of the organization with the rights and responsibilities of employees, often working on complex issues that require sound judgment and diplomatic skills. You'll work in an office environment at National Defence Headquarters or other DND locations, collaborating with HR professionals, policy experts, and departmental managers. This role requires strong written communication skills, attention to detail, and the ability to translate complex regulations into clear, practical guidance that people across the organization can understand and apply.

Training

To succeed in this role, you'll typically need a post-secondary education in Human Resources, Business Administration, Industrial Relations, or a related field. Many candidates hold a bachelor's degree, though some positions may accept applicants with a combination of formal education and relevant work experience. Professional certifications can strengthen your candidacy, such as the Certified Human Resources Professional (CHRP) designation offered by the Canadian HR Professionals Association, or the Federal Public Service Human Resources Certification. Throughout your career, DND supports ongoing professional development through courses in labour relations, compensation management, policy writing, and employment law. You'll have access to Treasury Board Secretariat training, departmental workshops, and opportunities to pursue advanced certifications in specialized HR areas like classification, benefits administration, or organizational development.

Entry Plans

You can enter this career through several pathways in the federal Public Service. The most common route is through a Public Service Commission (PSC) competition for the HR Policy Advisor position or similar HR professional roles. These competitions are advertised on the Government of Canada Jobs website and typically require you to demonstrate relevant education and work experience. If you're already working in the Public Service, you may be able to apply for lateral moves into HR Policy Advisor positions through internal competitions or mobility programs. The Federal Student Work Experience Program (FSWEP) and the Post-Secondary Recruitment Campaign (PSRC) provide pathways for students and recent graduates to gain experience in HR roles. Some candidates transition into policy advisory roles after working in operational HR positions, bringing practical experience that strengthens their policy development skills. Veterans may also find opportunities through dedicated recruitment initiatives.

Part-Time Options

HR Policy Advisor positions are typically full-time permanent roles. However, the Government of Canada offers flexible work arrangements that may be available depending on operational needs and management approval. These can include compressed work weeks, flexible hours, and telework options. Remote work has become more common in policy roles since many HR Policy Advisors work with digital documents, participate in virtual consultations, and collaborate across multiple DND locations. While part-time permanent positions in this classification are less common, casual or term employment opportunities may exist during peak policy development periods. If flexible work arrangements are important to you, discuss possibilities during the recruitment process or after being hired, as accommodations can often be negotiated within operational constraints. The nature of policy work—which often involves meetings and consultations—may limit full-time remote work, though hybrid arrangements are increasingly standard.
