Overview

As a Director of Immigration Services, you lead the strategic direction and operational management of immigration programs and services within the Department of National Defence. You oversee the delivery of immigration-related initiatives that support national security, defence operations, and personnel management. This role involves managing complex policy frameworks, coordinating with multiple stakeholders, and ensuring compliance with federal immigration legislation and DND priorities. Your responsibilities include directing program strategy, managing budgets and resources, supervising teams of immigration specialists and support staff, and ensuring service delivery meets departmental objectives. You analyze immigration trends, develop recommendations for policy improvements, and represent DND in discussions with other government departments, particularly Immigration, Refugees and Citizenship Canada (IRCC) and Public Safety Canada. You work in a dynamic environment where decisions impact national security and operational effectiveness. Your role requires strong leadership, strategic thinking, and the ability to navigate complex regulatory and organizational landscapes. You may oversee multiple locations or service delivery points, ensuring consistent, high-quality immigration services across the Defence organization.

Training

To qualify for this role, you typically need a bachelor's degree from a recognized institution. Many successful candidates hold degrees in public administration, law, political science, business administration, or a related field. Some positions may require or prefer a master's degree in public administration, business administration, or a specialized area. Professional certifications in immigration law, project management (PMP), or change management are valuable assets. You should demonstrate knowledge of Canadian immigration legislation, Treasury Board policies, government service standards, and DND organizational structure. Once hired, you have access to Government of Canada training programs including leadership development, policy analysis, financial management, and specialized immigration program training. Many Directors pursue executive education through programs like the Canadian Centre for Management Development or university-based executive programs. Continued professional development in emerging immigration policy areas is encouraged and supported.

Entry Plans

Most positions are filled through public service staffing competitions open to Canadian citizens. You typically need prior experience in government management, program administration, or immigration services. Many candidates progress through lateral moves from other federal departments or through promotions within DND. Common entry pathways include: (1) Internal DND competitions for those already working in the department at a lower classification level; (2) Interdepartmental competitions with IRCC, RCMP, or Public Safety Canada where immigration experience is directly transferable; (3) External public competitions for those with equivalent private sector or provincial government management experience; (4) Priority hiring pools established after initial competitions to fill additional vacancies.
