Entry Plans

Entry into the Director - Health Care Administration position in the Public Service typically occurs through competitive recruitment processes managed by the Treasury Board of Canada Secretariat and Department of National Defence Human Resources. Most positions are advertised on the Government of Canada Jobs website and may include both open competitions and targeted recruitment. Candidates usually enter the DND civilian workforce at lower classification levels (such as Health Care Administrator or Senior Health Care Administrator) and advance through merit-based competitions as positions become available. Some candidates transition laterally from other government departments with relevant health administration experience. The Government of Canada also maintains staffing pools of qualified candidates from previous competitions, which can accelerate placement into Director-level positions when vacancies occur. If you are a recent graduate with a Master's degree in Health Administration, you may be eligible for the Federal Student Work Experience Program (FSWEP) or the Post-Secondary Recruitment Campaign (PSRC), which can lead to permanent placement. Bilingual candidates (English and French) have additional opportunities, as many positions require or prefer bilingualism to serve both official language communities within DND health care facilities.

Part-Time Options

The Director - Health Care Administration role is typically a full-time, permanent position due to the leadership and decision-making responsibilities required. However, the Government of Canada offers flexible work arrangements that may be negotiated with your manager, subject to operational requirements. Some Directors may have access to flexible hours arrangements, allowing for variation in start and end times while maintaining full-time status. Telework or hybrid work options may be available for certain administrative functions, particularly for policy development and planning work, though the role often requires on-site presence for meetings, facility inspections, and staff supervision. Specific flexibility options depend on the posting location and operational needs of the health care facility or program. Remote work may be possible for portions of the week, especially if you are based at National Defence Headquarters. When considering this career, discuss flexible work possibilities with the hiring manager during the recruitment process, as arrangements are customized based on the position's requirements and business continuity needs.
