Overview

As a Deputy Minister - Administration, you provide strategic leadership and administrative direction to support the Department of National Defence's operations and priorities. You act as the senior civilian executive responsible for the administrative functions that enable the department to fulfill its mandate of protecting Canada and Canadians. In this role, you oversee major portfolios such as financial management, human resources, procurement, information technology, real property, and corporate services. You work at the most senior levels of government, reporting directly to the Deputy Minister and collaborating with military leadership, other government departments, and external stakeholders. Your decisions have far-reaching impact on departmental effectiveness and the delivery of defence services across Canada. Training

To qualify for this position, you typically need a university degree in public administration, business administration, management, economics, or a related discipline. Many successful candidates hold advanced degrees such as an MBA or Master's in Public Administration (MPA). Professional certifications in areas such as project management (PMP), financial management (CPA), or human resources (CHRP) are valued. Extensive experience in senior government management is essential, usually a minimum of 10-15 years in progressively responsible roles within the public sector. You must demonstrate mastery of strategic planning, financial stewardship, organizational development, and stakeholder engagement. The Government of Canada provides ongoing professional development through the Canada School of the Public Service, executive coaching, and participation in senior management networks. You will be expected to maintain current knowledge of federal policies, Treasury Board directives, and best practices in public sector administration throughout your career.

Entry Plans

Entry to this level is highly competitive and typically achieved through a formal staffing process open to current Government of Canada employees at the senior manager level (EX-02 and above). The Public Service Commission conducts merit-based competitions to fill Deputy Minister positions. Candidates must be Canadian citizens or permanent residents and be willing to undergo security clearance to the Top Secret level. There is no student or early-career entry program to this level. Instead, careers in government administration typically begin at the analyst or officer level and progress through merit-based competitions and demonstrated performance over many years. Lateral moves from other government departments or from the private sector are possible, though federal experience is strongly preferred. Participation in the Public Service Commission's executive development programs and maintaining visibility in senior government networks can support advancement to this level.

Part-Time Options

The Deputy Minister - Administration position is a full-time, permanent role that typically requires a five-day work week and regular attendance at National Defence Headquarters in Ottawa.
