Many successful candidates also hold a master's degree in business administration (MBA), public administration (MPA), or human resources management. Professional certifications are valuable, including designation as a Certified Human Resources Professional (CHRP) or equivalent from provincial HR associations. You should demonstrate extensive knowledge of federal labour legislation, Treasury Board policies, and government human resources practices. Ongoing professional development is expected at this level. Entry Plans

Entry to this senior leadership position typically occurs through federal public service competitions open to Canadian citizens. These competitions are highly competitive and target candidates with substantial HR management experience, preferably within the Government of Canada or other large, complex organizations. Most candidates have progressed through several HR management positions before reaching the ADM level, such as Director or Senior Manager roles in HR departments. Some appointments are made through executive lateral transfers from other federal departments or from the private sector, particularly for candidates with proven senior leadership experience. The Public Service Commission manages recruitment for these executive positions. Interested candidates should monitor the Government of Canada's official job board (www.canada.ca/jobs) and watch for opportunities posted by the Department of National Defence. Selection typically involves a rigorous assessment process including interviews, case studies, and evaluation of management experience and strategic vision. Internal development programs and mentorship opportunities exist for promising HR managers aspiring to senior executive roles. The Treasury Board Secretariat also offers executive development initiatives to support the advancement of high-potential government managers.

Part-Time Options

This is a full-time, executive-level position that typically does not offer part-time arrangements due to the strategic leadership responsibilities and senior management requirements. As an Assistant Deputy Minister, you are expected to be available to address urgent departmental matters and represent the department in senior forums as needed. Flexible work arrangements may be available on a case-by-case basis depending on operational needs and departmental policy. While the role requires a significant presence in the workplace for leadership and collaboration with senior management teams, some flexibility regarding work location may be negotiated as part of your employment agreement. Remote work options are limited given the executive nature of the position and the requirement to be present for strategic decision-making, executive meetings, and organizational leadership. However, the Government of Canada's commitment to flexible work means that specific arrangements can be discussed with the Deputy Minister and Human Resources management during the hiring and onboarding process. Your individual circumstances will be considered within the constraints of operational requirements.
