As an Assistant Deputy Minister (ADM) of Engineering and Architecture, you lead the strategic direction and oversight of engineering and architectural functions within the Department of National Defence. Entry to the ADM level is highly competitive and typically follows one of several pathways:
Most candidates progress through the Public Service via merit-based competitions. You would first establish a career at lower management levels (such as Director or Director General) within DND or other federal departments, demonstrating progressive leadership experience, technical expertise, and strategic capability.
The Public Service uses staffing processes to identify and appoint ADMs. These competitions are open to qualified Public Service employees and, in some cases, external candidates with exceptional qualifications. Candidates must demonstrate extensive senior management experience, deep technical knowledge, and proven ability to lead large, complex organizations.
Lateral moves from other federal departments, provincial governments, or the private sector are possible for individuals with relevant senior leadership experience in engineering, architecture, or infrastructure management. Such candidates must meet Treasury Board standards for appointment at the ADM level and pass security clearance requirements.
Success at the ADM level requires a track record of delivered results, stakeholder management, policy development experience, and clear strategic vision. Most appointees have spent 10+ years in progressive senior roles before reaching this position.
Part-Time Options
The Assistant Deputy Minister role is a full-time, executive position that typically does not offer part-time arrangements. As a senior member of the departmental leadership team, you are expected to be available for meetings, briefings, and strategic decisions on an ongoing basis.
While the standard work week applies, the role's nature as a senior executive means flexibility in work location and hours may exist to accommodate operational needs and strategic priorities. Some remote work arrangements may be possible for specific activities, though most senior leadership functions occur in person at National Defence Headquarters in Ottawa.
Flexible arrangements would be negotiated on a case-by-case basis with the Deputy Minister and must not compromise your ability to fulfill executive responsibilities, attend critical meetings, or provide leadership during operational or strategic events.
