Training

Candidates for this role typically hold a Bachelor's degree in business administration, commerce, public administration, or a related field. Many successful candidates possess a Master's degree in Business Administration (MBA), Master of Public Administration (MPA), or equivalent advanced qualification. Professional certifications such as Chartered Professional Accountant (CPA), Project Management Professional (PMP), or similar credentials are valued. As an ADM, you are expected to demonstrate extensive professional experience in senior management, strategic planning, and financial or operational oversight. Ongoing professional development is encouraged through executive leadership programs, government-sponsored training, and participation in professional associations. The Government of Canada supports continuous learning to ensure senior managers remain current with best practices in public sector management, digital transformation, and organizational leadership.

Entry Plans

Entry to ADM-level positions in the Public Service typically occurs through advertised competitions open to Canadian citizens. These competitions are highly selective and designed to identify candidates with extensive senior management experience, demonstrated strategic thinking, and a proven track record of leading large organizations or significant business units. Candidates may come from various sources: other federal departments through lateral moves, provincial or municipal governments, the private sector, or advancement through DND civilian ranks. While there are no formal student or early-career recruitment programs that lead directly to ADM positions, the Public Service offers development opportunities through the Federal Student Work Program, Post-Secondary Recruitment Campaign, and management training initiatives that can prepare individuals for senior roles over time. Most ADM appointments require a minimum of 10-15 years of progressive management experience, including substantial time in senior leadership positions.

Part-Time Options

ADM positions are typically full-time permanent appointments due to the strategic and executive nature of the role. However, the Government of Canada is increasingly flexible regarding work arrangements for senior managers. Depending on operational requirements and departmental needs, some flexibility in work location (hybrid or remote arrangements) may be negotiated, though the role requires regular in-person presence for meetings, stakeholder engagement, and departmental events. Part-time or job-sharing arrangements at the ADM level are rare but not impossible. Any such arrangements would be determined on a case-by-case basis through discussion with senior departmental leadership and would need to ensure continuity of critical business functions. Eligibility for flexible work options may depend on collective agreement provisions, operational demands, and the specific circumstances of the position.
