Your responsibilities include setting strategic direction for your portfolio, managing senior staff, representing the department in consultations with other government departments and external stakeholders, and ensuring effective delivery of programs and services. You provide expert advice to senior leadership on complex issues affecting your functional area, and you champion continuous improvement and innovation within your organization. You also play a crucial role in workforce planning, organizational development, and fostering a positive workplace culture. The work environment is dynamic and demanding, requiring strong analytical capabilities, political acumen, and the ability to manage competing priorities. You work in Ottawa at National Defence Headquarters, collaborating with other senior managers, military leadership, and federal partners. This is a visible leadership position that requires sound judgment, integrity, and the ability to communicate effectively with diverse audiences.

To succeed in this role, you typically need a university degree (bachelor's level or higher) in arts, social sciences, business, public administration, or a related field. Many successful candidates hold master's degrees or specialized qualifications relevant to their functional area. Relevant professional designations (such as accounting, human resources, or policy credentials) strengthen your candidacy. You must demonstrate extensive experience in progressively senior management roles within the federal public service or related organizations, with a strong track record of strategic leadership and organizational management. Candidates typically have 15+ years of relevant professional experience, including at least 5+ years in senior management positions. The federal government provides ongoing professional development for senior executives, including leadership coaching, strategic planning workshops, and access to inter-departmental learning networks. You may also pursue certifications or training specific to your functional area to maintain current expertise.

Entry Plans

Entry to Assistant Deputy Minister positions in the federal public service occurs through formal competitions organized by the Treasury Board Secretariat and the relevant department. These competitions are highly selective and typically target candidates already working at the Director General or equivalent level within the federal public service. Candidates usually progress through a series of progressively senior management positions before reaching the ADM level. The typical pathway involves starting at the EX-01 or EX-02 level (executive category) and advancing through positions such as Director, Director General, and Senior Director roles. Lateral moves from other departments or agencies are possible if you hold equivalent senior management experience and meet the qualifications. External candidates from provincial governments, Crown corporations, or the private sector may occasionally be considered if they demonstrate equivalent senior executive experience and meet all federal requirements. However, most ADM appointments come from within the federal public service. Interested candidates should monitor the Treasury Board Secretariat's staffing website and their department's internal job postings for opportunities.

Part-Time Options

Assistant Deputy Minister positions are full-time, permanent roles. Due to the strategic, executive nature of the position and the requirement to provide leadership and direction across a major functional area, part-time or job-sharing arrangements are not typically available for this role. However, the federal public service does offer flexible work arrangements where operationally feasible. Depending on departmental needs and approval from senior leadership, some flexibility may be negotiated regarding work location (hybrid or remote work) or adjusted scheduling, provided that core executive responsibilities are met. Discussions about flexible arrangements would be made on an individual basis with your Deputy Minister and senior human resources advisors. The role requires your sustained presence at National Defence Headquarters in Ottawa for collaboration with the executive team, attendance at meetings with other departments and stakeholders, and representation of the department at various forums. Your ability to be available for urgent matters and strategic discussions is essential to the position.
